People with disability
We are committed to assisting people with disability in Yarra, and increasing their representation and participation in the community.
Yarra’s new Universal Design & Disability Inclusion Policy establishes Council’s priorities in creating a more inclusive, accessible and welcoming community for people of all abilities. The Policy is being finalised and is expected to be adopted in late 2026.
People with a disability, impairment or long-term health condition make up 21% of Yarra’s population, that’s approximately 21,000 people.
Currently, Council supports people with disability through:
- Providing information on services, programs, activities and local community groups.
- Running a Monthly Carers Walk in Yarra.
- Celebrating days of significance (such as International Day of People with Disability).
- Working with the Yarra Disability Advisory Committee.
- Supporting Neighbourhood Houses to run inclusive programs and services for people of all abilities.

National Disability Insurance Schemes (NDIS)
The National Disability Scheme (NDIS) provides funding for people with disabilities for services and support to take part in everyday activities.
The NDIS also provides information and connections to all people with disability in their communities.
You are eligible for the NDIS if you:
have a permanent and significant disability that impacts how you can participate in activities are, or were, under the age of 65 when you first accessed the NDIS
are an Australian citizen, have a permanent Australia visa while living in Australia,
or have a Protected Special Category Visa.
How to access the NDIS
If you are eligible for the NDIS, you will receive services and support from a registered NDIS service provider.
Yarra City Council is not a registered service provider under the NDIS. For outreach support, drop into the Salvation Army Magpie Nest Café.
The NDIS works with Local Area Coordinators (LAC) to help people navigate the NDIS and choose the best way to use their funding. LACs can help people select services and be an active part of the community.
The Brotherhood of St Laurence (BSL) provides LACs in Yarra and Darebin. BSL can also provide support if you have concerns about your child’s development.
