Council decisions are made at meetings of the Council or the Planning Decisions Committee. Meetings are conducted in accordance with Governance Rules [ PDF, 706.8 KB] .

Everyone is welcome to attend Ordinary Council Meetings to contribute to the decision-making process or to observe the meeting. You may address the Council about an item on the agenda or ask a question during Question Time.

Recent changes to the Governance Rules have removed the requirement to submit your question for Question Time by 6:30pm, 24 hours before the meeting. However, you are still welcome to submit your question in advance before this time.

If you wish to speak on an item listed on the Council meeting agenda, you still must register by 6:30pm the day prior to the meeting. To register, click on the relevant meeting date below—registration forms will be available during the week leading up to the meeting.

Frequently asked questions

There are two ways you can address Council at an ordinary Council meeting.

Address an agenda item

You can register to address Council about an item on the meeting's agenda. During the meeting, you will have 3 minutes to address the Council, or 2 minutes if more than 9 people have registered to speak on the same item. The chair of the meeting may also ask that a representative speak on a group's behalf.

When registering you must:

  • identify the item on the agenda you wish to address
  • provide your name and contact details.

The registration link is available on the respective Council meeting page one week before the meeting. Registrations close at 6.30pm on the day prior to the meeting.

Ask a question during Question Time

During Question Time you can have 3 minutes to ask a question of Council.

The meeting's chair, or a person nominated by the chair, will respond to your question.

You are only allowed to ask one question at any meeting, unless the Chair requests that you ask a question of clarification. If requested to ask a question of clarification, you will be given a further minute to speak.

Council can prepare a response to your question if you submit your question in advance of the meeting. To submit a question, visit the Council meeting page the week before the meeting and follow the link to register.

Agendas are usually published on the Wednesday prior to the meeting. Find the upcoming meeting in the list above and go to the meeting page to view the agenda.

The minutes are the official record of the meeting. You can view minutes by finding the relevant Council meeting date in the list above.
