First look at plans for the new North Fitzroy Library

Preliminary designs for North Fitzroy’s new Community Hub and Library have been released, offering a glimpse of what this long awaited facility will look like (see the plans here). 

At its meeting on 17 December 2013, Council approved designs for the Hub on the vacant site at 182-186 St Georges Road in North Fitzroy, compulsorily acquired in 2011.

Yarra Mayor, Cr Jackie Fristacky said completion of the building’s schematic design was an important milestone for the project.

“The vision for a new library in North Fitzroy has been shared by our community for a long time, stretching back to before my election to Council in 2002,” Cr Fristacky said.

“We now have a design that provides around 2400m2 of floor space in a contemporary and sustainable building that will offer first class library facilities, community services and meeting spaces over three floors including a roof terrace.

“The next stage for Council is to submit a planning permit application to Yarra’s planners seeking the relevant approvals to proceed to the project’s construction phase. The aim is to have the planning paperwork submitted in February 2014.

“Pending that process, we will take the schematic design through to detailed design for all internal and external spaces, mechanical engineering services, fixtures and furniture.”

Cr Fristacky said the original $13.2 million budget for the project had increased to $14.6 million to accommodate an additional 200m2 of library area in the building design,” Cr Fristacky said.

“Incorporating this additional space followed consultation with the community, requiring revision of the original plans.”

While detailed design and planning approval processes are underway, Council will also conduct a preliminary expression of interest (EOI) process to secure a panel of ‘pre-qualified’ builders for the project. The aim is to have that panel established by April 2014.

The design, completed by GroupGSA architects, aims to achieve the Green Building Council of Australia’s 6 star environmental rating. 

Two options have also been developed for streetscape improvements on Best Street which will be the subject of a separate consultative process, early in 2014 with the North Fitzroy Primary School, local traders and residents.

Cr Fristacky and her fellow Nicholls Ward councillors, Cr Roberto Colanzi and Cr Sam Gaylard acknowledged the commitment and contributions made by members of the Design Reference Group established to assist Council in the schematic design phase of the project. 

Community members have provided assiduous and significant input to the Hub’s layout, design and facilities.
