Amendment C309yara Elevating Environmentally Sustainable Development Standards

Yarra City Council is pursuing a joint Planning Scheme Amendment with 24 other Victorian Council to introduce new elevated environmentally sustainable development (ESD) standards in the planning scheme. The Elevating ESD Targets project is led by the Council Alliance for Sustainable Built Environment (CASBE). The amendment builds on existing ESD standards in the scheme and will encourage a move towards net zero carbon developments.

About the amendment

Yarra City Council recognises that the climate emergency presents an unprecedented global and local challenge. On 10 May 2022, Yarra City Council joined 24 other councils to introduce new planning controls to their schemes, the proposed amendment to the Yarra Planning Scheme is C309yara. C309yara seeks to encourage greater ESD outcomes and encourage net zero carbon developments. The amendment seeks to introduce a new particular provision named Elevated Environmentally Sustainable Development. The particular provisions propose new planning policy objectives and standards which have undergone detailed review.

The particular provision contains the following themes:

  • Operational energy 
  • Embodied carbon 
  • Sustainable transport 
  • Integrated water management 
  • Climate resilience 
  • Indoor environmental quality 
  • Waste and resource recovery 

What stage is the amendment at?

There are six stages in the draft amendment process.
