Amendment C157

 Amendment C157 to the Yarra Planning Scheme was approved by the Minister for Planning and gazetted on 27 August 2015.

The amendment introduces heritage protections for 35 new places (with an individually significant grading) and a precinct along Victoria Street, Richmond (with sites graded either individually significant, contributory or not-contributory).

The Amendment applies to land in Abbotsford, Collingwood, Fairfield, Fitzroy, North Fitzroy and Richmond.

Adopted heritage citations

Citations were prepared by heritage consultants. The citations outline what is significant about each property and contains other historical information. 

They form part of the amendment documentation and will be listed as a reference document in Council’s local heritage policy at clause 22.02 (Development Guidelines for Sites Subject to the Heritage Overlay) of the Yarra Planning Scheme. The citations can be viewed here:

Panel hearing

At its meeting on Tuesday 5 March 2013, Council considered the submissions it received about Amendment C157. At this meeting Council resolved to request that the Minister for Planning appoint an independent planning panel to consider the Amendment and the submissions. The panel hearing for Amendment C157 was held on 30 April,  1 May and 14 May 2013.

Information about Amendment C157

Amendment C157 follows the recommendations of heritage consultants Lovell Chen, who have investigated several sites that were identified in past documents as having potential heritage significance.

Heritage citations have been prepared for each individual site, and the proposed precinct, included in Amendment C157. All of the citations have been prepared by Lovell Chen, apart from one that was prepared by heritage consultants Context. Specifically, the Amendment applies a Heritage Overlay (with an individually significant grading) to the following places:

In order to protect buildings that have been identified as having heritage significance from demolition, Council has adopted an interim heritage control protocol.
