Structure and Local Area Plans

Johnston StreetCouncil uses Structure Plans and Local Area Plans to manage change and future development in Yarra. These plans set a framework for what kind of design and development is permitted for specific areas.

These frameworks are significant pieces of work and involve several rounds of community consultation.

Structure Plans

A structure plan is a document to manage the future of an area and provide focus and direction on matters such as:

  • Preferred land use and the form of buildings
  • Street plantings and landscaping
  • Possible locations for new public open space
  • Possible locations for new development and the acceptable parameters of development
  • Prioritising pedestrian access and movement in the area
  • Providing good access to public transport
  • The Structure Plan will help Council manage change and implement effective planning controls under the Yarra Planning Scheme.

Council has developed these Structure Plans in recent years:

Smith Street Structure Plan
Victoria Street Structure Plan
Swan Street Structure Plan

Local Area Plans

Similar to Structure Plans, a local area plan is a document to manage the future of an area and provide focus and direction on matters such as:

  • The preferred future character of an area in terms of land use and the form of buildings
  • Possible locations for new development and the acceptable parameters of development
  • Identifying and prioritising opportunities to improve pedestrian access and movement in an area
  • Managing future development outcomes and implementing effective planning controls under the Yarra Planning Scheme.
