Road Occupation

 Road / Footpath Road Occupation Permit is required if you:

  • Need to place hoardings, scaffolding, gantries, building materials, ladders, site sheds, concrete pumps, elevated work platforms, mobile scaffolding, etc or
  • Require a work area for plant and equipment
  • Need to place cranes on Council land including encroachment by the jib or stabilising legs and/or requires a work area for other hoisting devices and supporting vehicles.
  • Require a works-zone for construction vehicle parking

Download and complete the application form and compile the documents listed on the checklist. Note, in addition to the detail on the form:

  • Certificate of currency of your contractor’s public liability insurance is vital. Note that the insurance schedule and the tax invoice are not acceptable.
  • Traffic management plan prepared by a qualified person, as required by the Road Management Act 2004 and Road Safety Act 1986.  The plan must be site specific and include the details of how you propose to place, erect, dismantle and/or undertake the proposed works.  All works are to be clearly delineated and signed in accordance with the relevant Acts, Regulations, Australian Standards, and Codes of Practice.
  •  Site plans need to be drawn to appropriate standards, so may require professional expertise. See detail on the application form checklist. The plan should show the locations of all plant and equipment required on council assets i.e. footpath, nature-strip and or roadway.
  • Include copies of any other public authorities’ approvals, report and consents, and planning permits.  e.g. "Power or Tram line "No-Go-Zones" and or traffic management accreditation.
  • Courtesy letters:  If your works require a full road closure, you need to notify all affected neighbours/ businesses by letter drop within 100m of the closure at least seven days prior to the date of works. The courtesy letter must be approved by the Construction Management Support Unit prior to distributing. Please bring a copy of the courtesy letter to Richmond Town Hall or email to info@yarracity.vic.gov.au for approval.
  • A Crane Lift Plan is required for all road/footpath occupation applications for CRANES. You can obtain this from the crane company.

Timeframe

All permit applications are to be emailed to info@yarracity.vic.gov.au.  For road occupation permits and non-utility consents there is a 5 business day turnaround, all other permits can take up to 10 business days to be assessed (except skip bins which is 1 business day).  Emails forwarded directly to personal email addresses may not be processed in these time frames.
