Construction Management Plans

The City of Yarra has an unprecedented amount of development activity that Yarra Council is proactively working to manage. Council recognises the need to balance growth with community amenity and is taking steps to minimise the impact of development sites on the community.

What is a Construction Management Plan?

A Construction Management Plan (CMP) is a condition of a planning permit. This condition is a requirement of large or difficult to build development.

Each CMP specifies how construction activity for that project will be organised to minimise disruption to the surrounding community.

Some examples of issues covered in a CMP are:

  • noise
  • site access
  • dirt and dust
  • traffic management.

The aim of the CMP is to find the best way to proceed with construction on an approved development.

Developments are generally undertaken in three stages: 

  • demolition
  • excavation
  • construction.

A CMP addresses all stages of the works and is normally issued for all stages at once.

Why is a CMP necessary?

Council appreciates the negative impact large construction can have on local amenity, and believes that any excessive impact from construction on nearby residents is unacceptable.Construction is a noisy, process that can result in complaints from nearby residents about dust, noise, traffic issues and dirt on the roads.The objective of the CMP is to minimise these impacts by identifying and addressing potential issues from the outset.Although it is not possible to eliminate all nuisances during construction, the appropriate design and implementation of a CMP ensures that common issues associated with building sites are minimised.

What information is required?

Each CMP is site specific and requires different information depending on a range of issues, such as:

  • accessibility
  • traffic complexities
  • size of the site
  • existing site condition
  • scale of the proposed development
  • what plant and equipment is necessary for the development.

Council staff assess all of these aspects when deciding what is required in a CMP. Other Council permissions regarding local law approvals and building permissions are also directly relevant to the construction management process.

When a CMP is being appraised, the views of all interested parties are actively represented.

What kind of measures does a CMP include?

The negative impact of noise and general disruption can often be minimised by measures such as:

  • breaking rock later in the day
  • reducing noise levels of cranes and drills
  • stockpiling rock for collection at an appropriate time
  • ensuring that trucks use appropriate traffic routes
  • ensuring all equipment noise complies with relevant legislation

On large or difficult construction sites the developer may be required to issue written notifications and progress updates to local residents and traders.

Council may request that the developer keeps the local residents and businesses informed about their operation over the course of the job on a regular basis, or when there is a significant change in development activity (e.g. changing from the demolition to construction stage).
