Ramsden Pavilion

Council is constructing a new sports pavilion in Ramsden Street Reserve.

Work on the pavilion began in April 2012 after Council awarded a tender for the $1.48 million project at its 20 March Council meeting. 

The run-down pavilion that was built on the site in the 1940s was demolished in April. Construction of the new pavilion will begin in May. More information about the new pavilion is available in this media release.

In April 2011, Council's Internal Development Approvals Committee issued a Notice of Decision to Grant a Planning Permit for the pavilion. Here are the minutes for the IDAC meeting. 

Here are some answers to some questions about the project.

What will this project look like and involve?

The existing pavilion will be demolished and replaced with a modern new pavilion on the same site (the north west corner of the reserve). The existing pavilion was built in the 1940s, and does not meet today’s Building Code of Australia standards or disability access standards.

The pavilion will include four interconnecting change rooms (which could be used independently or to create a larger room when required), a multi-purpose room, a kitchen, an umpire’s room, two store rooms, a first aid room and three toilets (one of which will be accessible from outside the pavilion).

How has the pavilion changed since previous proposals?

In April 2010, Council sought feedback on a previous design as part of a permit application.

Council received eight objections to that application. As a result, Council revised the design to address community concerns.

The main changes in design from the previous proposal are:

• Removal of the proposed ‘green wall’ façade along the Field Street frontage of the building. This has been replaced by a curved wall, with green and charcoal brick vertical stripe panels. The curved façade aims to soften the appearance of the building, while the use of the brick work is in keeping with the character of the neighbourhood.

• While the location will remain the same, the bulk of the new pavilion will be shifted to the north east corner of the site, about five metres away from the cricket nets. This should help ensure that the new building’s bulk is comparable to that of the existing building, when viewed from neighbouring properties to the west.

• The new pavilion will have a maximum height of 4.5 metres, which is slightly lower than the existing pavilion’s height of 4.63 metres.

• The multi-purpose room will be relocated away from the western end of the pavilion to the eastern end, to minimise noise impacts on nearby residents.

• The revised design will ensure that drivers entering and existing the reserve carparking area will have unobstructed views

• The peppercorn tree near the pavilion will be retained.

Other details about the new pavilion

The floor area of the new pavilion will be 295m2, slightly larger than the 280m2 floor area of the existing pavilion.

The existing BBQ area to the north east of the pavilion will be relocated to the south, to sit between the pavilion and the cricket nets.

Noise spill into surrounding residential areas will be minimised by facing the pavilion towards the oval, using feature screening and incorporating building materials which absorb noise.

The sustainability features will include two solar panels, a rainwater tank, and the use of green plaster.

There will be four bicycle spaces provided near the pavilion’s main entry.

Will the use of the pavilion and reserve change?

The oval and associated pavilion will continue to be used by the Clifton Hill Cricket Club, Fitzroy Junior Football Club and Fitzroy Football Club.

The seasonal sporting use of the ground will not be extended beyond those clubs.

Council plans to make the pavilion available for hire by local, not–for–profit clubs or organisations during daytime hours.

At night, the pavilion may be used by the existing sporting clubs for social or other functions. It will not be available for hire for private parties (such as birthday parties etc).

There will be no change to the current opening hours of the pavilion.

Did Council consult with the community about the new pavilion?

In recent years, Council has consulted with local residents on several occasions about proposals to replace the pavilion.

The option of relocating the pavilion to the north east corner of the reserve was considered but the existing location was confirmed by Council as being more suitable.

The existing location is closer to the reserve car parking and to the cricket nets, will reduce sun glare for pavilion users and spare the substantial costs of running electricity and other services to the new site.

Plans for the pavilion have undergone several changes in response to community feedback.
