Blocking of access to Rights of Way abutting Garfield & Elizabeth sts, Richmond

At its June 2011 Council meeting, Council resolved to block off access to Rights of Way (ROWs) that abut Garfield and Elizabeth streets, Richmond.

The ROWs (highlighted in the below map) will be blocked off to the general public due to ongoing concerns about the anti-social behaviour of people who gather in them.

A roller door or something similar will be erected along the fence, so as to provide local residents with access to the ROWs. Council intends to enter into a binding agreement with affected land owners regarding the erection and maintenance of fences and gates, cleaning and good order of the area, and access for third party organisations such as service providers.

Council called for community comment on a proposal to block off the ROWs in May 2011, prior to making a decision on the matter.

It may take up to three months after the 28 June Council decision for the ROWs to be blocked off. Affected residents and the owners/operators of the railway land (VicTrack and Metro Trains Melbourne) still need to reach agreement on the fence alignment.
