New Victorian Residential Zones
In February 2008, the State Government released a discussion paper regarding the development of new residential zones for Victoria.
The discussion paper outlined a broad structure for the following proposed new zones:
- Substantial Change Zone
- Incremental Change Zone
- Limited Change Zone
The discussion paper and related information can be viewed on the Department of Planning and Community Development website.
Local Government and other interested parties were invited to provide feedback in relation to the discussion paper. Council considered the discussion paper at its meeting on 19 April. The feedback can be found in this report:

Community feedback from the discussion paper informed the preparation of the State Government's draft “New Residential Zones for Victoria – Consultation Draft”, which was released for public comment in February 2009.
The Minister for Planning appointed an Advisory Committee to hear all submissions to the Draft New Residential Zones. The Committee conducted hearings, considered submissions and has finalised its report. Its recommendations are currently being considered by the State Government.
