Jaques site - 1 Palmer Street, Richmond

Council is seeking feedback on a proposal to amend the approved Development Plan for the Jaques Site at 1 Palmer Street, Richmond.

Council has received an application from developer Golden River Properties Pty Ltd  to amend the approved Development Plan associated with the Jaques Site at 1 Palmer Street, Richmond.

The approved Jaques Development Plan is a master plan framework which establishes the development principles within the land bounded by Palmer, Highett, Coppin and Griffiths streets. 

In December 2008, the Victorian Civil and Administrative Tribunal (VCAT) directed Council to approve the Development Plan for the site. At the VCAT hearing, Council did seek some changes to the Development Plan including a reduction in the proposed 10-storey building height, an improved energy rating, a higher provision of open space and inclusion of affordable housing. VCAT did not support the majority of the amendments sought by Council. Here is a link to the VCAT decision on VCAT's website.

The applicant is now seeking to amend the Development Plan to:

  • increase the height of the approved central and southern sectors by one level to provide buildings of 11 and seven storeys respectively, with the higher built form within the central sector of the site
  • increase the number of residential units across the site from 281 units to a maximum of 438 units, and 
  • reduce the commercial floor space from approximately 5050 sqm to 228 sqm.

Council welcomes comments from the community about the amended Development Plan. Comments were formally sought by Monday 5 September 2011. However, Council will continue to accept comments up until it makes a decision on this matter. Pursuant to clause 43.04 of the Yarra Planning Scheme, there is no formal notification (advertising) or review rights (third party rights of appeal to the Victorian Civil and Administrative Tribunal) for an application to amend a Development Plan.  However, Council in determining this application must take into account any public comment received. 

A community information session about the proposed amended Development Plan was held at the Richmond Town Hall on Wednesday 31 August.
