25-35 River Blvd and 15 Christine Cres, Richmond
In July 2011, Council approved a proposal
from developer Victoria Gardens Developments Pty Ltd for a residential development at 25-35 River Boulevard and 15 Christine Crescent, Richmond (behind the Victoria Gardens shopping centre).
Council's Internal Development Approvals Committee (IDAC) approved a development plan for a 405-unit development involving five buildings, ranging in height from three storeys to eight storeys.
The committee also approved a planning permit for a reduction in the rate of car parking provided on the site, from the standard 1.5 cars per dwelling to 1.19 cars per dwelling. A total of 480 car spaces will be provided on the site.
In December 2011, Council approved two subsequent amendments to the development plan. These amendments, sought by the developer, involved a reduction in the glazing required for the windows of some west facing bedrooms and a reduction in the dimensions of the townhouse garages. Background
In mid-2011, the developer amended its original proposal for the site in response to Council and community feedback about the proposal. The changes (which were part of the final development plan approved by Council) included:
- Additional setbacks from the Yarra River of 1.4 metres
- A reduction from 459 to 405 dwellings
- The introduction of 30 visitor car parking spaces, with an overall reduction from 504 to 480 car parking spaces.
- The incorporation of two buildings into one building, resulting in a reduction from six to five buildings
- Christine Crescent will only be used for pedestrian access and waste collection
- Design and facade modifications, with different architectural treatments for each building.
